The tithe is not a Catholic teaching. However, we follow the corporal acts of mercy - food to the poor, clothing to those in need, etc.
In addition, one of the precepts of the Church is to support the Church in her maintenance and activities.
Really, when you think of it, all we have is from God. These treasures on earth, as the Pope just said, are meaningless. So we must give of ourselves (time, talent, and treasure) to help further the mission that Christ entrusted in us.

I ask because I'm familiar with the story of Francis D'Assisi (sp?) and have always assumed Catholics felt a little more obligation than most to respect nature.
But my kid attends a Catholic preschool, and the parking lot there (across from the Church) is always filled with the most enormous SUV's in existence (Suburbans and the like). To make matters worse, many parents don't even turn their cars off while they're inside the school--they leave them idling for God knows how long (pun intended). Then there's the whole enormous family thing...
It's all so strange to see this in a parking lot in front of a Catholic Church.
It is no secret that many who attend Church are not sincere in their love of Jesus and the world God has given us. I also think too many are planning on Rapture happening so soon we need not worry about the future. This is true all over, not just in Catholic Church parking lots.

"Vicar" is normally someone appointed by the Pope, Cardinal, or Bishop.
"Stewardship" is persuading the people of the Church to donate their time, talent, or money (aka treasure) to the Church or to what the Church considers a worthy cause (such as a donation to a Catholic University or Catholic Missionaries).
So, in this case I would expect that the person that was appointed to be the new vicar was:
- appointed by a Bishop or higher
- to help primarily raise money, plus get people involved in volunteering, for causes of the Church
- has an education or real-life work background in business (brings business savvy to the position)
